Today, the Massachusetts Insurance Commissioner and seasoned insurance professional Gary D. Anderson was named Chief Executive Officer of the National Association of Insurance Commissioners (NAIC). After serving as the Massachusetts Insurance Commissioner, Anderson will leave office on May 1 to take the helm of the 153-year-old insurance standard-setting agency, which is overseen by the chief insurance regulators from all 50 states, the District of Columbia, and five U.S. territories.
According to NAIC President and Connecticut Insurance Commissioner Andrew Mais, choosing the organization’s next CEO has been difficult but worthwhile. Gary Anderson was the ideal match that we were searching for. Gary’s commitment to our state-based insurance regulatory structure and his level of insurance knowledge are exceptional. We are excited about his leadership as we carry out our commitment to safeguard consumers while navigating the challenges of regulating the insurance industry.
According to Anderson, he has had the good fortune to work for three governors: Deval Patrick, Charlie Baker, and most recently, Maura Healey, serving the insurance-buying people of Massachusetts. Throughout his public service career, he has been rewarded with worthwhile experiences, new and enduring relationships, and chances to further the common good. As the CEO of the NAIC, he was eager to take on the next challenge and promote the state-based insurance regulatory framework. I would want to express my gratitude to the NAIC members for their confidence and trust in him.
Governor Baker of Massachusetts named Anderson as Commissioner of Insurance in 2017. In 1999, Anderson started working for a regional insurance company in the Northwestern United States. He was involved in a number of policy areas, from the state’s extensive efforts to reduce health care costs to all topics affecting the financial services industry, while working as a senior counsel and policy consultant in the Massachusetts State Senate President’s office. In February 2014, Anderson started working as a First Deputy Commissioner at the Massachusetts Division of Insurance. He was in charge of developing policies and strategies for every facet of the organization.
Anderson currently holds the position of Northeast Zone Secretary and is a member of the Audit, Financial Condition (E), and Financial Regulation Standards and Accreditation (F) committees. Furthermore, since 2019, he has served as the chair of the NAIC International Insurance Relations (G) Committee. He also chairs the IAIS Policy Development Committee (PDC) from 2020 to 2022 and is a vice chair of the International Association of Insurance Supervisors (IAIS) Executive Committee.
The NAIC presented Anderson with the Raymond G. Farmer Award for Exceptional Leadership in December 2022.
Anderson graduated with a bachelor’s degree in history from Idaho State University and a Juris Doctor (J.D.) from Albany Law School of Union University (Albany, NY).
Since March 2023, Andy Beal, Chief Operating Officer and Chief Legal Officer of NAIC, has been acting as the organization’s chief executive officer.
