Tom Choate has been named President and CEO of LIBERTY Dental Plan,

Marti Lolli, who has chosen to pursue opportunities outside the organization, is succeeded by Choate. For the next thirty days, Lolli will be on hand to help with the transition.

After more than 25 years as a senior executive at UnitedHealth Group in a range of leadership roles centered on providing high-quality, reasonably priced, long-term solutions to meet the needs of a variety of customers, Choate joined LIBERTY’s Board of Directors in September 2023. Choate brings decades of leadership experience in the healthcare industry to the table. Prior to this, he was a Senior Vice President in charge of the commercial OPTUM pharmacy division’s strategic initiatives.

Choate expressed his joy in assuming the role of President and CEO of LIBERTY. He was excited to collaborate with our seasoned leadership team to provide comprehensive, superior dental services for Medicare, Medicaid, and other healthcare programs, he stated. He made a commitment to continue being a reliable partner for our clients and members, and he have no doubt that we will keep bringing our first-rate products and services to more people across the nation.

Choate held the position of CEO of UnitedHealthcare National Markets before joining the commercial OPTUM pharmacy division. In this capacity, he oversaw the expansion and financial success of these industry-leading companies and provided long-term, high-quality, cost-effective solutions to over 2,000 clients and 11 million members nationwide, generating over $24 billion in revenue. From 2012 to 2015, Choate also supported sales operations, broker and consultant relations, aggregated employer business, and the Federal Employee Benefits program as Chief Growth Officer for UnitedHealthcare’s commercial division.

In addition to her bachelor’s degree from the University of Connecticut and her master’s degree from Dartmouth College, Choate also possesses an executive leadership education program degree from Wharton/UHC. In addition, he has held positions on the boards of UnitedHealthcare Children’s Foundation Southeast Region and Leadership Greater Hartford. Along with his spouse and three kids, Choate resides in Orlando, Florida.

Currently, LIBERTY manages dental benefits for over six million Medicaid, Medicare Advantage, commercial, and exchange participants in all 50 states. The company’s success has been driven by innovations that improve the quality and cost-effectiveness of dental care delivery, along with a high-touch approach to member and provider engagement. Liberty has Welsh, Carson, Anderson & Stowe as a main investor. Elevance Health is a minority investor and has been a client since 2010.
