Project Finance Expert Barbara Lloyd Named to Cadiz, Inc. Board of Directors

Barbara Lloyd, a renowned expert in the field of project finance with extensive knowledge of public-private infrastructure financing in California, was named to the board of directors of Cadiz, Inc. today, the company stated.

According to Susan Kennedy, Chairman and CEO of Cadiz, Barbara is just the seasoned practitioner we need as we enter the development stage of our water infrastructure projects. Cadiz is set to become the world’s first company to convert natural gas pipes for the purpose of transporting water. Barbara’s expertise and experience as a Director will be very beneficial to the organization.

Her career has been based on developing financial solutions at the crucial intersection of capital markets, infrastructure, and public policy. The creation of large-scale infrastructure necessitates vision, cooperation, and creative finance methods. Director Lloyd expressed her excitement about joining the Cadiz Board and contributing to the solution to mitigate the effects of climate change on California’s infrastructure and availability of inexpensive, clean water.

A private consulting firm that advises governments, developers, and investors on creative capital asset strategies—including public-private partnerships for intricate infrastructure projects like California High-Speed Rail—was founded by Director Lloyd, who also serves as its CEO. The University of California and the California Departments of Transportation and Veterans Affairs are among the clients of IMPACTS advising services. At previous jobs, she also provided advice to the cities of Los Angeles, Oakland, and San Jose as well as the state Department of Water Resources.

Lloyd was a Managing Director at KPMG Corporate Finance, a global pioneer in alternative finance and delivery solutions for government buildings and major infrastructure projects, until he founded IMPACTS. Lloyd previously worked for the California State Treasurers Office as Chief Deputy Treasurer and Deputy Treasurer for Public Finance. In these roles, she oversaw a number of high-profile and intricate bond transactions, including the $11 billion Power Supply Revenue Bonds for California, which at the time were the largest municipal bonds ever issued (2002), and the $12.3 billion Economic Recovery Bonds, which included the largest single-day issuance of municipal bonds in history, totaling $7.9 billion (2004). Along with being the State Treasurer’s Office’s principal negotiator, Lloyd also held senior spokesman positions with rating agencies, credit improvement companies, investors, governments, and other bond market players.

Throughout his lengthy career in finance, Lloyd has held senior executive positions in public finance at Lehman Brothers Public Finance, which was acquired by Barclays, and Leifer Capital, which is currently KNN Public Finance. She oversaw banking operations for the California Department of Veterans Affairs, the City of Oakland, San Diego County, Irvine Ranch Water District, Los Angeles Department of Water and Power, and California Communities JPA. Lloyd started her career as the 14th California State Assembly district’s chief of staff. She also held the position of treasurer for the City of Oakland.

Lloyd holds a B.A. in Political Science from UC Davis and an MBA from Stanford University.

Lloyd’s nomination, which took effect right away, filled a vacancy on the Cadiz Board. Lloyd was additionally nominated by the Board to the Audit & Risk and Compensation committees. With Lloyd’s appointment, the Cadiz Board now has a majority of female directors for the first time in the organization’s existence.
